Public Service Commissions should be petitioned to make this a requirement. == Ironically, this is an issue in the park for which I am on the board. While I think it's fine to be good at identifying a problem without necessarily being good at identifying solutions, websites and newspaper columnists I hold to a higher standard.

32) prohibits a local government from providing “exclusive or separate emoluments or privileges” to private individuals except “in consideration of public services.” However, activities that satisfy the North Carolina Constitution’s “public purpose” requirement are not exclusive emoluments. See Blinson v. State , 186 N.C.
