Why are they there? ," about guerilla public safety protection measures, where people (business and residents) and placing one and two ton concrete blocks in parking spaces, to prevent large scale use by homeless RV operators.

The whole concept of "broken windows theory" (" Broken Windows: The Police and Neighborhood Safety ," Atlantic Magazine , 1982) is based on the findings that high quality maintenance in public spaces reduces the likelihood of disorder.
