Due to the management goals for the City’s water resource, the [reservoir] areas are not managed as park, recreational areas, but as water resource protection areas. Loch Raven Reservoir isn't a park per se, it's part of the regional water system, and owned and operated by the Baltimore City Department of Public Works.
