A couple decades ago I saw a presentation at the National Building Museum by Camilo José Vergara , who specializes in photographing urban decay, showing photos of Los Angeles, including what he called "micro-fortification" of housings around pipes and stuff. Ingram does vehicle residency outreach.

Maintenance of public spaces is a key element of public safety. The whole concept of "broken windows theory" (" Broken Windows: The Police and Neighborhood Safety ," Atlantic Magazine , 1982) is based on the findings that high quality maintenance in public spaces reduces the likelihood of disorder. So here goes.

Cannon's Steak House was a premier restaurant in the old Florida Market District, just like St. Extend the building underground and up (maybe have to buy a couple houses) to put in an underground auditorium/space (perhaps on the C Street side) to replace but continue the arts functions of North Hall, and put in an underground pool.
