It's relevant to both strong and weak markets, because even in weak markets, there probably isn't enough housing. Like a lot of Salt Lake west side is mostly single family housing. If you want to support schools, you need more population, and given the housing demographics there, that means multiunit housing.

The Pittsburgh Post-Gazette has an article, " Pittsburgh’s neighborhoods pay the price for abandoned and decrepit homes ," about how Pittsburgh's lower income neighborhoods suffer from serious housing disinvestment. Better off segments have the money to maintain aging houses.
