They deeply and fundamentally understand how to implement and utilize PBB, and their community has benefited tremendously from the city's continued and evolved implementation of PBB. What distinguished the Minneapolis Neighborhood Revitalization Programprogram is that it was citizen-led. Neighborhood groups had to come together to come up with and implement a program of community improvements. They also have a small grant program for friends of parks groups.
