From my perspective, the past few years have given rise to a perfect storm – where COVID-19 is one of the biggest contributing stressors – and a storm that is unavoidable for our residents, our employees, and ourselves as citymanagers. In a perfect storm, a series of stressors come together to create an all-powerful force.
But Earp, citymanager for Hutto, Texas, and a recipient of this year’s American City & County Exemplary Public Service award , believes the winding road to his current role is evidence that he’s where he’s supposed to be.
