If the House and Senate can then agree on a resolution, the actual spending and/or tax cuts need only a majority vote in the Senate. The far-far right House Freedom Caucus says it won’t vote for any debt ceiling increase unless it’s packaged with spending cuts. So Democrats don’t have their usual chance to block bills they object to.
