Here are two examples where the subsidies could and should be better targeted: A riskier loan is originated from a family that has higher-than-average income among FHA borrowers but has managed its finances poorly (e.g., little savings, high credit card debt, bills often paid late), thus receiving a hidden cross-subsidy in its interest rate.
