Some bike advocacy groups do, like Bike Easy in New Orleans ( Adult programs ). But for the most part, I think it's a huge missed opportunity for city and county park and recreation programs to not offer programming for biking for transportation. But most don't.
Separately, the State of Washington Safe Routes to School program recommends that all cities create traffic safety committees to address such issues as they relate to schools, and SRTS improvements simultaneously benefit neighborhoods. Seattle's Feet First advocacy group is a great resource for such programs.
The Seattle Times has an article, " After reaching sad record last year, WA traffic deaths trend higher ," about how traffic related deaths are still rising, while they are plateauing elsewhere. An interesting point is that there are fewer crashes, but more deaths per crash.
