Land banks are a powerful tool to address vacant properties in rural communities, and West Virginia passed land bank enabling legislation in 2014. WVLSC provides as many additional resources for local land banks as possible, including convening monthly meetings to share best practices, training, and advocacy support.

To target housing affordability, many land banks are forming partnerships with mission-driven entities focused on quality, sustainable, and affordable housing. Land bank funding mechanisms vary widely by state and local legislation. 50 percent of land banks consider addressing more vacant lots a top priority.

SustainRT (Sustainability Round Table) produced a really well-written and presented resolution about making ALA more sustainable in terms of climate change, carbon neutrality and encouraging all parts of ALA to pursue these goals.

The legislators I worked with, most of whom were Republicans, hated making budget cuts and certainly hated increasing taxes to balance the budget. And while I applaud the effort to impose spending caps, legislators are going to find it very hard to enforce them when it comes to the actual appropriations and revenue bills.
