While restrictive zoning is not the only reason housing costs are high in the United States, it does play a major role in limiting housing development, especially in parts of the country with high paying jobs in fast-growing industries. But after the reforms were passed, the next planning cycle in 2021 saw the total jump to 2.5 million units.
