Translated numbers that do not start with a plus sign (+), will pass through normalization rules more than once. If you have dial plan policies that has a pattern to match the phone number that starts with plus sign (+) or you rely on the number that starts with plus sign (+) to be translated, you have to adjust your dial plan policies.
