There are three bus stops--no shelters--alongside Sugar House Park for which I am on the board, and I hope that we work with the Utah Transit Authority to put shelters in, and at at least two of the locations, to incorporate greenery. The New York Times has an article on a bus shelter public art project, " Watching for the Bus Stop Gallery."

In transportation, it means that private parking resources are usually not addressed in parking planning (" Testimony on parking policy in DC ," 2012), private sector operators aren't addressed in planning for various modes. In solid waste, it means that the agency only plans wrt residential waste pickup for houses of 1-4 units.
