Plans were made in the UK in 2006, 2008, 2011 and 2014. The last two of these were either not developed enough or were allowed to lapse. There were major exercises on pandemics in 2005, 2007 and 2016. The problem has been the abyss between planning, preparedness and practice. The plans were not connected to anything.
