What amazed me about the situation is that the city has lots of charter schools (" How Charter Schools Became Such a Big Player in California's Education System ," KQED/NPR), and they drew off enrollment from the traditional schools, so those schools started failing, in turn having negative impact on the neighborhood. It dates to the 1980s.
