The town (or place) that art saved(?): arts as revitalization versus arts as community building

Surprisingly the small community has access to a ton of money, through the generosity of Darla Moore, a hedge fund operator, who grew up there. The way of specifying the difference is a program versus a one off activity creating a mural, etc.
