I suppose there is a book out there, modelled after The Town that Food Saved , about the arts. Surprisingly the small community has access to a ton of money, through the generosity of Darla Moore, a hedge fund operator, who grew up there. The way of specifying the difference is a program versus a one off activity creating a mural, etc.
