There were major exercises on pandemics in 2005, 2007 and 2016. Plans were made in the UK in 2006, 2008, 2011 and 2014. Since 2008, pandemics have been top of the list of 96 threats and hazards in the UK National Risk Register of Civil Emergencies in all editions.

First, the implementation timeline is rather long, as key recommendations are significantly dependent upon Congress passing legislation – and it must be assumed that such passage will require, at a minimum, at least several years.
