Because governance is about sustained efforts, it is important to think in agenda terms rather than about stand-alone issues. Often, city arts functions are part of the "economic development" cluster of city agencies. For example, Arts Councils probably need to add some economic development planners.

Although there has been talk for almost 20 years about creating an underground walkway between the stations ( GALLERY PLACE / CHINATOWN - METRO CENTER PEDESTRIAN PASSAGEWAY TUNNEL STUDY , WMATA, 2006). The last I remember the cost was going to be about $200 million and there wasn't the belief it was worth it.

At a planning meeting in 2006, I made the point that bus shelters are key marketing touchpoints for the transit system, that their design and upkeep defines the system.
