Often, city arts functions are part of the "economic development" cluster of city agencies. For example, Arts Councils probably need to add some economic development planners. But I'm not sure good the average arts council is on these functions either. I visited it back then and wasn't impressed.

Although there has been talk for almost 20 years about creating an underground walkway between the stations ( GALLERY PLACE / CHINATOWN - METRO CENTER PEDESTRIAN PASSAGEWAY TUNNEL STUDY , WMATA, 2006). The last I remember the cost was going to be about $200 million and there wasn't the belief it was worth it.

According to this past blog entry from 2006, " Baltimore City Visitor Center has enviable financial return ," the economic return from the Baltimore center was over $3.5 Baltimore, independent of the Heritage Area, has a nice visitor center on the Inner Harbor. DC just doesn't come anywhere near having such an equivalent.
