I participated in a workshop on the plaza led by Project for Public Spaces and Scenic America in 2004 ( write up ). It should support sustainable modes (biking, walking, transit improvements) as well as parking. Maybe the food programs of the DC Office of Health could have its food programs housed there like WIC and SNAP.
