The 2004 Civil Contingencies Act has been sidelined throughout the Coronavirus disaster. Now every country needs a basic law that broadly specifies the organisation and structure of the civil protection system, and how it works. Examples are the Stafford Act in the USA, the Disaster Management Act of India and Law 225 of 1992 in Italy.

Hot, humid weather and developing storms made me wonder whether my house was about to suffer the effects of the kind of concentrated microcyclone storm which has come to be known colloquially as a 'water bomb' and scientifically as ‘explosive cyclogenesis’. In the UK this is the Civil Contingencies Act of November 2004.

It's why Friendship Heights in DC isn't doing so great retail-wise (" Friendship Heights and the production of retail decay ") and why DC can't really develop a strong retail center in the core. I do believe that basketball and hockey arenas should be located downtown and that they can contribute positively to economic development.

The last two of these were either not developed enough or were allowed to lapse. No country other than the UK has spontaneously abandoned its basic law on emergency management (in this case the Civil Contingencies Act of 2004). There were major exercises on pandemics in 2005, 2007 and 2016.

The Civil Contingencies Act of 2004 is of debatable value, as evidenced by the fact that it was in effect abandoned during the Covid-19 pandemic emergency. Wales has developed three regional emergency response coordination centres, but the rest of the UK is not following suit. The local level.
