In these countries responsibility for coordinating local emergency actions is delegated to the regions. Command and control are being replaced by coordination and collaboration.

In the UK this is the Civil Contingencies Act of November 2004. The provincial emergency plan is fully digital and it is coordinated by the civil protection service of the region. Every country needs a law that specifies the nature of the civil protection system and the basic details of how it works.
