I participated in a workshop on the plaza led by Project for Public Spaces and Scenic America in 2004 ( write up ). One of the problems is that there has been bifurcated management of different elements of "Eastern Market." Regardless, the city management structure means that EM lacks the capacity and vision to do it and manage it.
