I participated in a workshop on the plaza led by Project for Public Spaces and Scenic America in 2004 ( write up ). We did this in 2008 or 2009. Maybe the food programs of the DC Office of Health could have its food programs housed there like WIC and SNAP. Meeting rooms that are also usable by the public.
