In 2002, it was extended almost 3 miles, connecting to a number of other casinos. The first element is an integrated public transportation system. And the taxi industry and drivers are a very strong lobby against public transportation. The Las Vegas Monorail wasn't designed to be mass transit.

Baltimore Regional Transit Expansion Map, 2002. When I worked for Baltimore County in FY2010, as a bicycle and pedestrian planner, simultaneously the master plan update was going on, and I was asked to submit a briefing paper on transit and sustainable mobility. That could have been accomplished already.
